SITUATION UPDATE: July 10, 2024

According to state media as of June 26, 26 provinces, regions, and cities across the country have suffered from flooding, affecting 13.74 million people, with 81 dead or missing. Emergency relocation and resettlement have been provided for 744,000 people. More than 10,000 homes have collapsed and direct economic losses have reached 27.8 billion yuan ($3.8 billion USD). The National Disaster Reduction and Relief Commission Office and the Ministry of Emergency Management state that China has fully entered the flood season, with flood control and disaster relief at a critical stage. The national natural disaster risk situation is increasingly complex and severe. Statistics show that the current rainfall in southern China is characterized by its high intensity, concentration, sustained duration, and widespread impact, affecting 12 provinces including Guangxi, Guangdong, Guizhou, Jiangxi, Hunan, Fujian, Sichuan, Chongqing, Hubei, Henan, Shandong, and Zhejiang.

  • In Guangxi Province, heavy rain and flooding have caused river levels to rise sharply and severe urban and rural flooding, affecting 21,289 people and necessitating the emergency evacuation of 2,354 people.
  • Guangdong Province has experienced continuous heavy rainfall, leading to the first flood in the Beijiang River, with 13 rivers exceeding warning levels.
  • Jiangxi Province has entered a critical period for flood control, with continuous heavy rain causing landslides, flooded crops, inundated houses, downed power facilities, and damaged roads; 670,000 people have been affected with direct economic losses of 660 million yuan ($90 million USD).
  • Hunan Province has experienced the longest and most intense rainfall of the year, severely affecting numerous industrial and agricultural infrastructures. The province has seen 1.7945 million people affected, 10 deaths, 3 missing persons, the collapse or severe damage of 1,195 homes (2,766 rooms), and direct economic losses of 4.074 billion yuan ($559 million USD).
  • In central and southern Fujian Province, continuous heavy rainfall has led to widespread flooding and multiple rivers exceeding warning levels and has affected 50,821 people, with 11,035 people urgently relocated, 2,963 hectares of crops damaged, 66 homes collapsed, and direct economic losses of 315 million yuan ($43,000 USD).
  • 29 counties in Guizhou Province have experienced heavy rain. Other areas have also been affected by heavy rain, facing risks of flash floods, mudslides, and landslides, necessitating enhanced prevention and response measures.

Primary rescue and relief needs of affected areas are the supply of building materials, restoration of infrastructure, and support for medical and health services. Various social organizations have actively participated in rescue efforts by distributing relief supplies, providing emergency rescue, and supporting post-disaster reconstruction to help the affected areas return to normal production and living conditions.

SITUATION REPORT: May 3, 2024

According to meteorological authorities, there has been a significant increase in precipitation in Dabu County this year compared to previous years. From January to April, the average cumulative rainfall in the county reached 744.6 millimeters, which is 84% more than the same period last year, which recorded 406.8 millimeters. Particularly noteworthy is the period since the onset of the rainy season in April (since April 4th), during which the average accumulated rainfall in the county exceeded 564 millimeters, marking a 331% increase compared to the same period last year. 

Continuous heavy rainfall in recent days has caused damage in multiple areas of Guangdong. On April 27th, around 15:00, a tornado struck Zhongluotan Town, Baiyun District, Guangzhou City, resulting in 5 deaths and 33 injuries. Around 2:10 am on May 1st, a highway road collapse occurred on the Meidagao Expressway in Dabu County of Guangdong Province. As of 5:30 am on May 2nd, 23 vehicles were found trapped, resulting in 36 deaths and 30 injuries.

According to information released by the Dabu County Meteorological Observatory at 8:00 on May 1st, within the next 24 hours, the geological disaster meteorological risk warning level for Huliao Town, Qingxi Town, Sanhe Town, Guangde Town, Taoyuan Town, Dama Town, Fenglang Town, Chayang Town, Gaobei Town, and Dabu Forest Farm is Level 3 (yellow), indicating a higher risk of geological disasters. Looking ahead to the frequent heavy precipitation in the coming week, due to the previously sustained heavy rainfall saturating the soil, the risk of geological disasters is high.

  • Temporary settlements  
  • Tools and equipment to clean houses  
  • Medium and longer-term recovery work such as livelihood recovery, rehabilitation of damaged houses and public facilities, and psychosocial support to floods-affected communities  
  • Continuous disaster preparedness work

Beijing AiEr Foundation

Beijing AiEr Foundation is dedicated to alleviating poverty, helping the disabled, and supporting children to get an education. Its mission is to promote and practice modern philanthropic values to deliver equality and care while solving social problems. Since its launch AiEr has supported approximately 1,000 children with cerebral palsy and conducted free cerebral palsy screening activities in Beijing, Tianjin, Hebei, Guangdong, and Hunan, for almost 10,000 children. 

The China Friendship Foundation for Peace and Development (CFFPD)

The China Friendship Foundation for Peace and Development (CFFPD) is a 4A-level public foundation approved by China’s Ministry of Civil Affairs and overseen by the Chinese People’s Association for Friendship with Foreign Countries. CFFPD operates nationally throughout China and partners with Give2Asia for disaster response and recovery. The CFFPD’s expertise in two key areas of disaster management—Emergency Relief and Response (which includes medical support, psychosocial support, food relief, emergency food rations, and shelter management) and Livelihood Recovery (involving alternative livelihood support and capacity-building to restore and strengthen people’s livelihoods)—positions them to respond promptly to disaster events in China. 

China Foundation for Rural Development (CFRD)

Established in 1989, the China Foundation for Rural Development (CFRD), formerly known as the China Foundation for Poverty Alleviation, is a major Chinese charity focused on reducing poverty. CFRD operates locally and nationally, particularly in Southwest China. They partner with Give2Asia for disaster response and recovery. Since 2012, CFRD has conducted 360 disaster relief operations, benefiting 31 regions across China and disaster-stricken areas in 12 countries, aiding 8.14 million people.
