SITUATION UPDATE: July 30, 2025

From July 23 to 28 a six-day extreme rainfall event dropped approximately 40% of Beijing’s annual average rainfall (165.9 mm city-wide; 543.4 mm in Miyun) over Beijing and the surrounding Tianjin and Hebei provinces. The Miyun Reservoir recorded its largest inflow since 1959 while the Panjiakou Reservoir on the Luan River registered the Hai River Basin’s first numbered flood of 2025.

As of July 29, authorities have confirmed 34 fatalities—30 in Beijing (28 Miyun, 2 Yanqing) and 4 in Hebei (Chengde landslide). Eight people remain missing (Chengde). The National Commission for Disaster Reduction activated a Level-IV emergency response; Beijing upgraded to Level-I, Hebei to Level-II, Tianjin issued a red rain alert (highest).

AFFECTED AREAS & KEY DAMAGE

Beijing

  • 136 villages without power; 1 825 mobile base stations offline
  • 31 road sections still closed; 80 000+ people evacuated

Tianjin

  • Jizhou District: flash floods worst on record; 5 600+ residents relocated, all tourist sites closed.

Hebei

  • Chengde (Luanping): landslide buried Nan-Taizi-Xigou Village, cutting roads, power, and telecoms.
  • Qinhuangdao, Tangshan, Langfang: widespread inundation, crop losses under assessment.

IMMEDIATE NEEDS

Current needs identified by our local nonprofit partners include: 

  • food, rice, and oil packs
  • humanitarian emergency kits
  • women’s dignity kits
  • excavators, loaders, and other essential debris removal equipment

In the upcoming transition and recovery phases, support will focus on helping affected individuals restore their homes and rebuild their communities and livelihood.

Established in January 2016, AiEr is a certified 5A non-profit organization. Over the years, AiEr has implemented aid projects across a variety of fields, with emergency relief being one of its key focus areas. AiEr operates nationwide and has the ability and network to address emergency relief and response work in a timely manner, providing foundations with future capacity-building and strengthening people’s livelihoods in disaster areas.

China Foundation for Rural Development (CFRD)

Established in 1989, the China Foundation for Rural Development (CFRD) is a major Chinese charity focused on reducing poverty. CFRD excels in four areas of disaster management: Emergency Response; Health and Sanitation; Livelihood Recovery; and Disaster Risk Reduction. Since 2012, CFRD has conducted 360 disaster relief operations, benefiting 31 regions across China and disaster-stricken areas in 12 countries, aiding 8.14 million people.
