As the majority of donated funds in China go to government-organized NGOs and local governments, many community organizations find themselves in difficult financial situations. In addition to the 450,000 officially-registered social organizations, foundations and non-profits, there are several million independent and innovative grassroots organizations that are self-organized to provide a wide spectrum of much-needed social services to their communities. The fund is established to provide support for those grassroots organizations which otherwise cannot obtain financial backing through fund raising efforts to meet the unfulfilled needs of their communities.
The first support for this fund will be used for a HIV/AIDS peer support group called Healthy Together in Beijing (北京健康同行), whose mission is to provide care and support for those living with HIV/AIDS. Since it was established in 2006, Healthy Together in Beijing peer group has played an increasingly important role in providing patient support such as timely information, psychological counseling, and hospital referral services, and helping those infected with HIV integrate into communities. Although Healthy Together has chosen not to formally register as a NGO in order to protect themselves and their families and children from social discrimination, it has created collaborative relationships with the government. Through these pioneering relationships with the local preventive health service centers and hospitals, Healthy Together has built a solid referral network and case detection mechanism plus service platform. By the end of 2011, Healthy Together had served over 1000 people infected with HIV.
